In the first years of the 21st Century, superheroes are being hunted by Notrubilla. It's join them and be controlled by a corporation with a government contract, or be eliminated. Any super who wants to be free must go into hiding or be prepared to fight. The 4-Color Five have had enough of being controlled and are ready to fight Notrubilla with everything they've got, but when they join forces with an ancient super named Sergeant Mondragon, they find themselves fighting new and old world monsters.
