Smoking ruins cursed a place where cruelty and barbarism reigned for decades. Its victims both oppressor and oppressed are doomed to reincarnate to another lifetime, however this lifetime will consist of no bonds chains, or shackles of any kind. Oppressed and oppressor will meet again on a level playing field in a modern day Louisiana police department where corruption and racism set the stage for karmic retribution through a host of bizarre and unexplained murders, and disappearances.
