The worst nightmare imaginable comes down on the great city of Philadelphia as an infection mutates the city's residents and turns them into blood-thirsty creatures. This immediately leads to an emergency quarantine. City Planner, David Powell is on the outside of the city when the quarantine is established. Ordinarily, he would be happy, but because Angel, his special-needs daughter is trapped inside the city with these creatures, he has no choice but to do the unbelievable.
