Mistal City had become a thriving center for the occult. The death of Charles James, a former agent of a sub-department under the FBI known as the Department of Paranormal Activities and Control, provokes his son Joseph to uncover the mystery of his father’s death. Joseph discovers a secret suit designed by his father and becomes Shadow Phantom, possessing ghostly powers, and battles Grave Digger, a cemetery worker having magical powers of his own, who is linked to his father’s passing. In the mix of the supernatural events unfolding, the FBI sends out Frank Banks of D.P.A.C. to investigate the case, accompanied by his partner Carl. Frank picks up the trail along with Jane, a Mistal news reporter, as they team up with Shadow Phantom in the supernatural case of a lifetime. Two former agents of D.P.A.C. known as ghost hunters weigh in the adventure with the culminating evidence leading to a striking conclusion involving ghostly characters, a secret cult known as The Flame, and its leader Lord Reaper.
