After a passenger is seriously injured in an apparent fall from an open trolley, Dispatcher John Erlanson blames himself for the mishap. Although he was not a member of the trolley's crew, he concludes a series of routine decisions he had made contributed to the accident. An investigation is not able to pinpoint the cause. John spirals into depression. The Spirits of several trolley museum volunteers who had recently passed away help John discover the cause of not only the accident but other eerie occurrences that had happened at a particular spot along the museum's right of way.
