The defunct 10th Street Titans Gang is revived and begins to cause trouble for every other gang in East Jim Thorpe. They attempt to sink the South Street Gang’s raft on the Lehigh River, and in fact do just that. The South Street Gang calls a truce with their ancient enemies, the Center Street Scorpions, to battle the 10th Street toughs. But suddenly it is time to head to summer camp, where things will be relaxed and peaceful. Not quite. With members of various gangs sprinkled around camp, tensions build, until one night, the camp is treated to an attack from the 10th Street Gang at the same time the fabled Felix, the One-Arm Ghost decides to appear.
