Gunnar Kaasa has spent a year in subterranean detention under a solar field behind Picacho Peak, where everyone has a hidden agenda. Moses, an anthrotixi, befriends and entertains him with fanciful tales, warning Gunnar that the Dust Devil is coming. Dr. Shelby, the female prison psychiatrist, tries to convince Gunnar he is someone else. Warden Janssen’s brother, Owen, goes on trial for murdering his wife during a dust storm. Judge Haverford, the father-in-law of Gunnar’s ex-wife, Mallory, begrudgingly presides over the Dust Devil Trial. No one plays by the rules except Deputy Veronica “Ronnie” Rodarte, whose mom, a juror in the Dust Devil Trial, is targeted.
