A call from Moriarty at the Ministry of Agriculture finds special operative Karl Mathers on the hunt for two escaped Dog Men in Snowdonia . Meanwhile back at his day job as a journalist for the Devil's Pike Times newspaper in sunny Devon things are hotting up, as he investigates a haunting at Devil's Hall, that has been newly acquired by the local Mayor Victor Bateman. As if that was not enough the villagers have been seeing a headless horseman along the coastal path thought to be the ghostly spectre of a highwayman named Robbie Barstow. On top of everything else that is going on Karl finds himself questioning his own sanity as he interviews more madcap villagers for the newspaper and just what is living in Victor Bateman's attic?
