While the search goes on for the Queen vampire, Hector Garcia, a trusted Celestrian Politician, has temporarily taken over in her place. Fearing that she may still be allive, he plays it safe, and keeps things running like if she had never been gone. Then an old friend arrives and offers him a deal that he cannot refuse. A deal that is so good that he decides use it to conquer the other regions before the other Celstrian Politicians have time to form a cue. His idea is to use the D.C.L.E to create an imbalance of Celstrians in his favor, for the coming battles to gain control of the queens crumbling kindom. Psych meets up with George Washington and begins his second mission for the rebelion, While Psych is forced into fighting new enemies, Eli is making new friends. Then after a severe attack on the new recruits on the Island of Puerto Rico, Eli's true test of Charector begins. Hector takes a jorney to the Himilayas to search for an extinct creatures DNA in order to try to clone it so he can use its powers to have an advantage in the upcoming war, but insted meets a misterious fellow in the wilderness that claims he has all of the answers to mankinds problems as well as the Celestrians, but will Hector beleive this man, and get side tracted from his mission to keep the world under his control?
