In an alternate future, the reformed government of the United States has saved the nation from social and economic destruction by instituting an annual free-for-all where any and all crime is legal. Tonight is the Inauguration. In Chicago, Illinois, students John and Kelsey find themselves caught out in the lawless streets after a bombing rocks the city.
